Shop plan for pub car park

An application to build a new convenience store in the car park of the Greyhound pub in Belper has been submitted.

The planning application by Punch Taverns, owners of the pub on Whitemoor Lane, is for Class A1 retail, together with access, parking, servicing and landscaping.

The proposal for the 372 sq metre building seeks to “meet a local need within the surrounding area”.

A report, submitted to Amber Valley Borough Council, says: “The site is intended to specifically provide easy daily top-up convenience shopping for the immediate local area.”

The applicants have owned the existing public house for a number of years, says the report, and they “have found that the car park is underused and that part of it is surplus to requirements.”

The report claims that the parking spaces left would be “more than sufficient for both the customers of the public house and the proposed retail development. It would also be in line with current parking standards.”

The proposed single storey is rectangular and is 29.3 metres long and 14.1 metres wide. It will be six metres high at the front and 4.5 metres at the rear.

The report says: “The building is of a modest scale and would not dominate the area, especially as it is set back within the site from Whitemoor Lane by some 28 metres.

“The building given its location, size and height will not dominate any properties or the street scene.

“The proposed modest scale would also allow the development to preserve the setting of the Derwent Valley Mills World Heritage Site.”

Belper Town councillor Jackie Cox welcomed the move at the November 12 town council meeting. She said: “There should have been some shops there years ago and I think it would enhance the area.”

But Cllr Martin Tomlinson said: “My personal view is that we have too many shops in Belper. It is incredibly busy and there are parked cars everywhere.”

The proposed store would be open between 7am and 11pm.

The report says :“The store would provide a modern retail floorplate not found elsewhere in the vicinity of the site” and would not impact on established trade.

The closest ‘Neighbourhood Centre’ is the Alton Manor Neighbourhood Centre, 300m away, along Gregory’s Way, which features a Tesco Express, a Chinese takeaway, a hairdressers, a florist and a carpet shop. Owners Punch Taverns would not confirm suggestions the Co-op would run the store.
